AI infrastructure, data centers and security for the Emirates.

GPU clusters, data center builds, sovereign cloud and security operations for organizations in the United Arab Emirates.

United Arab Emirates

Working with Expandware in the United Arab Emirates.

The UAE is building AI capacity at national scale, and the constraints arrive with it: health and financial data that must stay in the country, free zones with their own data protection law, security standards for critical sectors and for cloud providers in Dubai, and export licences on the most advanced accelerators. We plan and build infrastructure with those constraints settled first, so the design does not have to change after the hardware arrives.

  • Who you contract with

    Expandware Private Limited

Incorporated in Pakistan and certified as a Special Technology Zone Enterprise. SECP CUIN 0351555.

  • Hours

    Your day, covered.

The UAE is one hour behind Pakistan, so the working day overlaps almost entirely, including the Saturday and Sunday weekend the UAE now observes. Managed services are monitored around the clock.

  • Delivery

    One team, one standard.

Delivered by Expandware Private Limited from its government certified facility, and on site wherever the work needs hands on hardware.

Same engineers, same standards, in every region we serve.

Regulation

What UAE buyers are usually held to.

These are the frameworks a client in the United Arab Emirates is held to, and that we help them meet. None of them is a certification we are claiming for ourselves; our own credentials are listed in the Trust Center.

  • Personal Data Protection Law

Federal Decree-Law No. 45 of 2021, for personal data processed in the UAE outside the financial free zones.

    Official source
  • DIFC Data Protection Law No. 5 of 2020

Organizations established in the Dubai International Financial Centre.

  • ADGM Data Protection Regulations 2021

Organizations established in the Abu Dhabi Global Market.

  • UAE Information Assurance Regulation

Government entities and critical sectors, issued by the national cybersecurity authorities.

    Official source
  • Dubai Information Security Regulation

Dubai government entities and the cloud providers that serve them.

    Official source
  • Health data law

Federal Law No. 2 of 2019 on ICT in health fields, which keeps health data in the country unless an exception applies.

Which of these are you held to?

Data

How data moves.

Where a law or a contract requires data to stay in the UAE, the design keeps it there and the delivery team works on it through access you grant and log. Personal data transferred for delivery is covered by contractual safeguards agreed before the work starts.

Commercials

How engagements run.

Three commercial shapes, and none of them is an hourly meter.

  • It starts with a paid assessment

Anything carrying real technical risk begins with a fixed-fee technical assessment, one to three days, producing a written findings document and a scoped fixed price for the build.

  • Fixed price for defined scope

Once the scope is known from your systems rather than from a conversation, the build is priced as a fixed figure, with the assumptions it depends on written down alongside it.

  • Monthly retainer for operations

Ongoing operational ownership runs on a monthly retainer against an agreed service level, so the cost of running a system is a number you can plan against.

Questions

Questions from the United Arab Emirates.

Which company would we contract with?

Expandware Private Limited, incorporated in Pakistan and certified as a Special Technology Zone Enterprise, one hour ahead of the UAE. Its registration can be checked with the Securities and Exchange Commission of Pakistan.

Can you build GPU infrastructure in the UAE?

Yes. We plan capacity, power and cooling, design the compute and storage fabrics, and integrate and validate the racks. Advanced accelerators are subject to export licensing, so supply and licensing are confirmed before a design is committed.

Can data stay in the country?

Yes. Residency is a design input rather than a setting: compute, storage, backups and keys are placed where the law or the contract requires, and remote work happens through access you control.

Do you work in free zones?

Yes. DIFC and ADGM have their own data protection regimes, and we design to whichever applies to the entity we are working for.
