# Expandware United Arab Emirates

GPU clusters, data center builds, sovereign cloud and security operations for organizations in the United Arab Emirates.

AI infrastructure, data centers and security for the Emirates.

The UAE is building AI capacity at national scale, and the constraints arrive with it: health and financial data that must stay in the country, free zones with their own data protection law, security standards for critical sectors and for cloud providers in Dubai, and export licences on the most advanced accelerators. We plan and build infrastructure with those constraints settled first, so the design does not have to change after the hardware arrives.

Who you contract with: Expandware Private Limited, incorporated in Pakistan and certified as a Special Technology Zone Enterprise.

Hours: The UAE is one hour behind Pakistan, so the working day overlaps almost entirely, including the Saturday and Sunday weekend the UAE now observes. Managed services are monitored around the clock.

Asked for first:
- AI data centers and GPU clusters: High density racks, fabrics and cooling planned around the accelerators you can actually obtain and power.
- Sovereign and regulated cloud: Residency, key custody and in-country operations designed for regulated sectors.
- Data center design and build: White space, power and cooling coordinated with the facility operator from the first drawing.
- 24/7 SOC and MDR: Monitoring and response aligned to the UAE Information Assurance Regulation and Dubai ISR.
- Generative AI and agents: Arabic and English language systems grounded in your own content, with output controls a regulator can review.

What UAE buyers are usually held to.
- Personal Data Protection Law: Federal Decree-Law No. 45 of 2021, for personal data processed in the UAE outside the financial free zones.
- DIFC Data Protection Law No. 5 of 2020: Organizations established in the Dubai International Financial Centre.
- ADGM Data Protection Regulations 2021: Organizations established in the Abu Dhabi Global Market.
- UAE Information Assurance Regulation: Government entities and critical sectors, issued by the national cybersecurity authorities.
- Dubai Information Security Regulation: Dubai government entities and the cloud providers that serve them.
- Health data law: Federal Law No. 2 of 2019 on ICT in health fields, which keeps health data in the country unless an exception applies.

How data moves: Where a law or a contract requires data to stay in the UAE, the design keeps it there and the delivery team works on it through access you grant and log. Personal data transferred for delivery is covered by contractual safeguards agreed before the work starts.

Questions:

Q: Which company would we contract with?
A: Expandware Private Limited, incorporated in Pakistan and certified as a Special Technology Zone Enterprise, one hour ahead of the UAE. Its registration can be checked with the Securities and Exchange Commission of Pakistan.

Q: Can you build GPU infrastructure in the UAE?
A: Yes. We plan capacity, power and cooling, design the compute and storage fabrics, and integrate and validate the racks. Advanced accelerators are subject to export licensing, so supply and licensing are confirmed before a design is committed.

Q: Can data stay in the country?
A: Yes. Residency is a design input rather than a setting: compute, storage, backups and keys are placed where the law or the contract requires, and remote work happens through access you control.

Q: Do you work in free zones?
A: Yes. DIFC and ADGM have their own data protection regimes, and we design to whichever applies to the entity we are working for.
